1An Act to repeal 16.54 (11m), 20.370 (5) (dd) and 20.370 (5) (ds);
to amend
220.370 (5) (bx); and
to create 20.370 (5) (dd), 20.370 (5) (ds) and 59.25 (3) (rm)
3of the statutes;
relating to: distribution of national forest income payments
4from the federal government and making appropriations.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

2. 20.005 (3) (schedule) of the statutes: at the appropriate place, insert
8the following amounts for the purposes indicated:

(5) (bx)
Resource aids — national forest income aids. All moneys
4received from the U.S. government for allotments to
school districts counties 5containing national forest lands
, and designated for the benefit of public roads in
6such counties, shall be distributed in proportion to the national forest acreage in each
7school district county as certified by the U.S. forest service. Such distribution shall
8be made annually within 60 days after receipt of the money from the federal
9government.

. 59.25 (3) (rm) of the statutes is created to read:

(3) (rm) If the treasurer's county receives national forest income,
5distribute the income to the towns in the county in which national forest lands are
6situated, with each town to receive such proportion of the income as the area of
7national forest lands in the town bears to the area of the national forest lands in the
8entire county. Fifty percent of the amount received by any town shall be expended
9by the town exclusively for the benefit of roads therein.

Payments to certain school districts. No later than June 30, 2000, the
12secretary of natural resources shall distribute $905,800 from the appropriation
13account under section 20.370 (5) (dd) of the statutes, as created by this act, and
14$900,000 from the appropriation account under section 20.370 (5) (ds) of the statutes,
15as created by this act, to school districts that contain national forest lands within
16their boundaries. The distribution to each school district shall reflect the proportion
17of national forest acreage located within the school district. The secretary of natural
18resources shall distribute the payments to school districts from the appropriation
19under section 20.370 (5) (ds) of the statutes, as created by this act, from the amounts
20in the conservation fund under section 25.29 (1) (c) of the statutes.

Joint committee on finance. In the schedule under section 20.005 (3) of the
23statutes for the appropriation to the joint committee on finance under section 20.865
24(4) (a) of the statutes, as affected by the acts of 1999, the dollar amount is decreased
1by $405,800 for fiscal year 1999-00 to decrease funding for the purposes for which
2the appropriation is made.

Effective dates. This act takes effect on the day after publication,
4except as follows:

Payments to certain school districts. The repeal of section 20.370 (5) (dd)
6and (ds) of the statutes takes effect on July 1, 2000.
